Job Purpose of the Safe Routes to School Coordinator

Actively supports and upholds MetroPlan’s stated mission and values. Performs professional level management, administrative, and transportation planning duties to plan, develop and implement a Safe Routes to School (SRTS) Program for the greater Flagstaff region. This position reports to the Transportation Demand Management Planner or a more senior position.

Under direct supervision, employees of this class are expected to exercise a high degree of independence, initiative, and professional expertise. This position develops and implements a SRTS program for the region built on the 6Es of Safe Routes to Schools with particular emphasis on Engagement, Equity, Education, Encouragement, and Evaluation. The position is responsible for program development/planning, program administration, marketing/outreach, education and training, event promotion, volunteer coordination, and program evaluation.

Essential Functions & Responsibilities

Budgetary: This job has partial responsibility for budgeting, including assisting with revenue development, expense projections for projects and grants they manage.

Strategic Planning: This job has partial responsibility for strategic planning for MetroPlan, including assisting with developing, implementing, and managing long and short-term goals related to SRTS.

Policies/Procedures: This job has limited responsibility for policies and procedures, including assisting with developing, implementing, interpreting, and enforcing policies and procedures for MetroPlan.

Compliance: This job has partial responsibility for compliance, including following, ensuring compliance with, and enforcing Federal, State, and Local laws, rules, and regulations for MetroPlan.

Communications: This job has significant responsibility for communication with the public and partial responsibility for various governing bodies at all levels of government.

Reporting: This job has partial responsibility for reporting to Federal/State/Local agencies (gathers information, completes reports, and assists in addressing discrepancies in reporting).

Examples of the Work Performed (Illustrative Only)

Plans, organizes, coordinates, promotes, and serves as MetroPlan’s primary liaison with other staff, schools, citizen groups, event promoters, corporate partners, business owners, the media, traffic engineering, and other agencies for the SRTS Program.

Creates an annual work plan, calendar, project task lists, and time estimates based on the SRTS grant and action plans.

Plans, coordinates and leads a variety of engagement, education and encouragement activities and projects in support of the SRTS programs and services such as community events including workshops, trainings, presentations, meetings, block parties, festivals etc.

Researches, develops, recommends, and implements program or project plans to meet overall SRTS program goals including program parameters, budget, and metrics, and associated program policies and operating/administrative procedures.

Coordinates regular Task Force meetings with SRTS partners/stakeholders as needed.

Develops marketing materials including creating SRTS campaign, branding, and technology tools, web content, events/programs email newsletters, flyers, brochures, presentations, press releases that connect all sectors and internal staff with opportunities to engage in program efforts. Distributes information about the program and safety for the community and individual schools.

Works closely with schools to engage/recruit principals, assistant principals, teachers, school site councils, PTAs, relevant volunteer groups in effort to implement on-site programming.

Idenify grant opportunities to extend life and reach of group and, if awarded, coordinate grant activities implementation.

Gathers, compiles, and analyzes data to identify a variety of STRS strategies. Conducts program analysis to evaluate the attractiveness and effectiveness of program such as travel mode data, interviews, surveys and walkability assessments.

Supports MetroPlan’s goals in promoting diversity and social justice.

Provides excellent customer service to both internal and external customers.

Attends, researches, compiles and presents at regular MetroPlan Executive Board, Management Committee, and Technical Advisory Committee meetings.

Presents to civic and professional groups on the plans, objectives, policies of MetroPlan’s SRTS program.

Other duties as assigned.

Knowledge, Skills & Abilities:

Read and understand Safe Routes to School guidance, best practices and standards.

Ability to develop marketing and public outreach campaigns.

Ability to communicate clearly and concisely and make public presentations.

Ability to coordinate activities of MetroPlan with City, County, State and Federal agencies and their respective departments and divisions such as traffic engineering, land use planning, public works, capital improvements, legal and finance.

Ability to make difficult and independent decisions with limited supervision.

Ability to establish and maintain effective relationships with all levels of colleagues, member agency officials, other agencies and the general public.

Ability to respond directly to public inquiries (including public meetings) in an understandable, relatable and diplomatic manner;

Demonstrated ability to maintain a high degree of organization, coordination, and attention to detail in administering project management assignments.

Ability to research, analyze, and to interpret, apply, and ensure plan, project and documentation compliance with federal, state, and local rules, laws, and regulations.

Ability to administer contracts, grants and permits.

Ability to effectively utilize computer systems and software. Proficient with Microsoft Office Suite Principles.

Working Conditions, Exposures to Risks, and Physical Dangers

While performing the duties of this job, the employee is frequently required to sit, use hands to finger/handle/feel, talk or hear. The employee is regularly required to stand, walk, reach with hands and arms, taste or smell.

Special working conditions include occasional work outdoors. Remote work is possible at times or for some tasks.

The employee must occasionally lift and/or move up to 40 pounds.

Vision requirements for this position include close vision.

There are no special working conditions for this position.

The noise level in the work environment is usually moderate.

Because of the potential exposure associated with the work, incumbents in this job are required to follow all NAIPTA safety procedures, manuals, and guidelines. Additionally, incumbents are required to properly don safety-related clothing, protective hard hats, gloves, footwear, tools and equipment, and other safety-related gear.

Minimum Requirements:

Education Requirements and Work Experience:

Bachelor’s Degree in transportation planning, land use planning, sustainability, public health, communications or a related field.

One to two years professional level experience in planning and project management. Transportation experience preferred.

Or any combination of education, experience, and training equivalent to the above Minimum Requirements.

Master’s Degree in transportation, public health, communications, sustainability or related field is preferred.

Experience in coordination of multi-agency programs and events is preferred.

Experience in public relations and public outreach is preferred.

Licenses, Training and/or Certifications Required

Valid Arizona Driver’s License with a satisfactory driving record for the last five (5) years.
