Regular, Full-Time, RCUH Non-Civil Service position with the Department of Urban and Regional Planning, National Disaster Preparedness Training Center (NDPTC), located at the University of Hawai‘i at Manoa (UHM), in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE: $3,500 - $5,000/Mon.

DUTIES: Works with the National Disaster Preparedness Training Center (NDPTC) Assistant Director for Administration to provide program and administrative support services to NDPTC staff and program personnel. Develops, reviews, and monitors various natural disaster related programs, projects, and/or initiatives. Provides technical support related to procurement, purchasing, and logistical needs of NDPTC in accordance with established policies, procedures, and regulations. Collaborates and assists with development of web-based courses. Coordinates and compiles materials for NDPTC participation in various meetings. Provides travel support to NDPTC staff and program personnel, including subject matter experts, non-employees, guest speakers, etc. Assists with NDPTC grant related activities. Provides logistical support for NDPTC events, including seminars, workshops, and conferences.

PRIMARY QUALIFICATIONS:

EDUCATION: Bachelor’s Degree from an accredited four (4) year college or university. (Associate’s Degree and at least two (2) years of administrative work experience may substitute for a Bachelor’s Degree.).

EXPERIENCE: Three to five (3-5) years of progressively responsible professional experience with responsibilities in project management or providing general administrative support of research, training, and educational programs in an academic environment.

KNOWLEDGE: Working knowledge of the principles, practices, and techniques of accounting, management, or project management. Knowledge and understanding of applicable Federal and State laws, rules, and regulations pertaining to the administration of extramural contracts and grants.

ABILITIES & SKILLS: Ability to analyze financial statements, discern trends, and apply analytical techniques. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Ability to conceptualize and recommend creative approaches to improve the management and delivery of programs and services. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally, and by preparation of reports and other materials. Ability to use computer software applications including Microsoft Word and Excel. Post Offer/Employment Condition: Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

SECONDARY QUALIFICATIONS:

Knowledge of UH or RCUH administrative policies and procedures. Knowledge of Federal Emergency Management Agency (FEMA) course certification criteria, requirements, and procedures.
