This includesmanaging all aspects of the application development process, i.e., development of strategy for n-tier and and Service Oriented Architecture ( SOA ) eCommerce and mobile opportunities, and legacy migration; system requirements analysis; system design; programming; testing; implementation; and system maintenance.The scope of responsibilities includes management of various in-house developed & commercial systems and Support operations as well as oversight of related implementation activities in all project phases beginning with requirements gathering through implementation with ongoing production and on-call support.Essential Functions
Manages all aspects of application & web services operation, Contact Center/ IVR development, including plans, designs, development and implementation, upgrade, support and maintenance functions
Monitors and evaluates the performance of staff and business processes to assist in streamlining tasks and initiating new or revised systems
Defines the application architecture and manages the lifecycle of improvements, upgrades, and continuous maintenance
Researches technologies and best practices to support continuous improvements in systems and applications quality, efficiency, ROI , etc.
Leads team members on data analysis and integration of applications
Provides technical documentation updates to the latest enhancement or release
Works with the Deputy Director, Application Services and Division Manager, Financial & Administrative Solutions to develop project scope, budgets, and priorities
Ensures the team follows standards for development tools/platforms/methodology/controls to ensure efficiency, quality, and consistency in application development
Ensures projects follow specific project plans and timelines; deliver status reports, issues log and generate appropriate documentation
Ensures project work meets all contractual service levels associated with quality estimation and incident resolution
Supports the WSSC Water in-house software development and COTS implementation, determining user requirements and desired outputs, including migration to next-generation development tools
Manages external vendor relationships with contract administrators to review/negotiate/revise relevant contracts
Designs and implements applications to meet business service level agreements (SLAs)
Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
Other Functions
Mentors, assists, guides, and manages the team on all aspects of systems and applications planning, design, development, implementation, and support
Manages audits on code and documentation from developers
Reports key metrics on Application services operational and systems activity
Perform other duties as assigned

Diverse knowledge of and experience with multiple programming languages such as JAVA /J2EE, Java Server Faces ( JSF ), iOS, Android, . NET , SQL , Visual Basic, CSS , Sybase, Eclipse, Junit, Java Script, Visual C, Unix, C, Crystal Report and C
Thorough knowledge of relational databases, including Oracle, SQL Server, IDMS , etc.
Working knowledge and ability to apply theories, principles, practices, and techniques in web design and maintenance, as well as software and website interaction design
Knowledge of strategies, standards, and solutions around J2EE development framework
Familiarity with both invasive and non-invasive legacy extension technologies
Working knowledge of portal implementations such as MQ/ HATS /WebSphere/SharePoint
Demonstrated ability to perform analysis and make recommendations to improve application development design and architecture.
Expert knowledge of SDLC methodologies and best practices and the ability to consistently adhere to those methodologies.
Ability to understand agendas of other functions, groups, and business sections within WSSC Water and to integrate that understanding into the decision-making process of the team.
Ability to align activities and projects to promote key organizational strategies and structure
Ability to build effective teams with both management and employees and facilitate the work of groups and/or teams
Minimum Education, Experience Requirements
Bachelor’s degree and 7+ years’ systems architecture and software design and development experience, particularly Java/J2EE
Experience in implementing interoperability between legacy and open, n-tier systems
Experience in database design and dynamic content creation by connecting to database such as Oracle & Microsoft SQL Server
Experience in reviewing architectural structures and identifying architectural issues

High school diploma (or equivalent) and 11+ years’ systems architecture and software design and development experience, particularly Java/J2EE
Experience in implementing interoperability between legacy and open, n-tier systems
Experience in database design and dynamic content creation by connecting to database such as Oracle & Microsoft SQL Server
Experience in reviewing architectural structures and identifying architectural issues
Additional RequirementsCompletion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafterPreferences
Supervisory experience
Master’s degree in Computer Science or related technical discipline
Water/wastewater utility application development experience
