Job DescriptionTHE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $92,301-$106,146.The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community. ACS’ Division of Child and Family Well-being (CFWB) designs and executes strategies to support caregivers, children, and communities, so they can thrive and enjoy self-determination. A critical piece of CFWB’s portfolio is the operation of the City’s subsidized child care voucher system one of the largest child care assistance programs in the country. ACS providers vouchers to tens of thousands of low-income and child welfare-involved families, allowing parents and caregivers to access affordable child care at the provider of their choice while they pursue work, education, or training.The Office of Community Engagement & Partnerships (OCEP), within ACS’ Division of Child and Family Well-Being (CFWB), works collaboratively with community residents, leaders, faith institutions, fatherhood providers and other stakeholders to 1) Promote goodwill and help deepen the community’s awareness of ACS’ programs, services and campaigns; 2) Connect the general public and vulnerable children and families to an array of community supports offered by ACS’ contract agencies; 3) Organize and convene the community through ACS’ 11 Community Partnership Programs and 3 Family Enrichment Center (FEC) networks; and 4) Build new partnerships that help to support equity and family safety, stability, and well-being.OCEP builds social capital through its externally facing strategies by 1) deepening the community’s awareness of ACS’ programs and services; 2) supporting ACS-funded coalitions and planning bodies; and 3) building local and citywide partnerships, with a focus on promoting primary prevention and child and family well-being strategies. ACS, through OCEP, has established a presence in key City communities, with the leadership of the outgoing employee who successfully developed strong partnerships with a range of community groups and organizations.Job DutiesPrimary responsibilities of the Director of Training include:

Serve as a key contributing member of the FEC management team, contributing to the execution of the program’s organizational strategy and goals

Establish regular communication processes and timeframes for training delivery and assessment

With support from other members of the senior leadership team, lead knowledge building and knowledge management functions to ensure program impact

Develop a strong working relationship with CFWB’s Monitoring and Evaluation team to ensure that knowledge management activities support QA and QI functions

Prepare regular progress reports and share updates with the Executive Director

Leadership Competencies

Curriculum Development and Knowledge Management – oversees all aspects of building and supporting a knowledge building, training and management function

Collaborative Planning – seeks the opinions of and advice from internal and external content experts

Project Management – establishes systems and standards for achieving project outcomes. Achieves timely execution of multi-layered plans involving others

For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
