PURPOSE OF POSITION:

This position performs a full range of professional work related to payroll processing and employee leave to ensure support as it relates to policies, procedures, technology application and program administration. This position ensures compliance with Federal and State laws and departmental best practices to support City employees, department leaders, and the Payroll/Human Resources team.

This position deals with sensitive and confidential information and exercises independent judgment within the established policies and procedures. This position works with multiple departments and/or program areas and exercises independence combined with professional judgement, and consistent customer service.

JOB QUALIFICATION REQUIREMENTS

Mandatory Requirements:

A Bachelor’s Degree in Accounting/Payroll, Business Administration, Human Resource Management, or other related field, and at least three (3) years verifiable work experience in accounting/finance/payroll/employee leave; or any equivalent combination of education and experience which demonstrates the ability to perform the described duties.

Thorough knowledge of general office practices and procedures; correct and effective use of grammar, business technical writing, spelling, and punctuation. Well-developed writing skills to prepare reports, technical, and procedural documentation. Knowledge of computer systems and software including Outlook, SharePoint, Excel, Word, PowerPoint, and Acrobat.

Understand and execute oral and written instructions; express ideas and convey information accurately and effectively, orally and in writing; maintain confidentiality; deal effectively with frequent interruptions and several situations at one time; establish priorities and organize own workload; establish and maintain effective working relationships with other employees, public and private offices, and the general public; and effectively use business email and telephone etiquette.

Must have the ability to pivot between listening and applying appropriate resources to each situation.

Desirable Requirements:

For desirable requirements to be considered, one must have met the minimum requirements noted above:

Six (6) months verifiable work experience in public sector payroll processing and/or leave administration.

Twelve (12) months verifiable work experience in payroll processing, accounting, business management, leave administration or a related field.

Current American Payroll Association Fundamental Payroll Certification (FPC).

Current SHRM-CP Certification.

Special Requirements/Licenses:

The position could be required to operate a vehicle in the course of their position. Possession of or ability to obtain within thirty (30) days from date of hire, a valid Oregon driver’s license.

Must have a safe driving record.

Necessary Knowledge, Skill, and Abilities:

Knowledge of:

Broad knowledge of the principles, practices and procedures of payroll and leave administration.

Knowledge of and ability to interpret applicable payroll/human resources-related Federal, State, and local personnel laws, rules, and regulations.

Skills and Abilities:

Ability to achieve and maintain proficiency in using and troubleshooting automated payroll processing software; ability to analyze, interpret, and communicate human resources information/issues, and maintain strict confidentiality in all payroll/human resources matters. Being detail-oriented is a must.

Ability to analyze, interpret, and communicate payroll/human resources information/issues, develop recommendations and alternatives.

Ability to prepare and evaluate/analyze data and prepare narrative and statistical reports from data, written outlines and/or oral instructions.

Ability to maintain strict confidentiality in all payroll/human resources matters.

Ability to exercise keen time management skills, balance multiple priorities, and consistently meet timelines and due dates.

Ability to establish and maintain cooperative working relationships with individuals and groups, be an effective collaborator in a team-centered environment and work effectively under general direction.

Ability to utilize Microsoft Office technology applications in documents processing, spreadsheets, databases, power point presentations and publishing software applications.
