Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Charlottesville, VA. Serves as the Chief, Resource Management. Administers the financial management program and supervises personnel in budget administration. Responsibilities Plan, assign, and direct ongoing work to develop and administer the financial management program for the National Ground Intelligence Center. Manage the execution of a multi-year, multi-appropriation budget. Develop solutions to complex budget, program, and manpower issues. Conduct resource and manpower studies to recommend improvements in organization, staffing, work methods, and procedures. Technically and administratively supervise employees, including identifying training needs, preparing performance standards and appraisals, and conducting hiring actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
